Where it is
The city’s comprehensive plan says the Five Points East plan area lies between Glenwood Avenue and Capital Boulevard just north of downtown, and is crossed by Whitaker Mill and Fairview roads. In the city’s area plan data it covers about 0.36 square mile. The plan describes one of Raleigh’s largest concentrations of early to mid-20th century middle-class housing, most of it built between 1920 and 1940, generally modest houses on small lots in a modified street grid, and it supports keeping that character.
